Cocoa is one of the plantation commodities that has great potential in increasing foreign exchange and income of Indonesian farmers, as well as a source of livelihood for 1.7 million farming families spread across various provinces in Indonesia. The main cocoa production centers in Indonesia are the islands of Sulawesi (58.92%) and Sumatra (22%), with the remaining 18.6% located in the islands of Maluku, Papua, Kalimantan, Java, NTT and Bali. In terms of production, Indonesia is currently the third largest cocoa producer in the world after Côte d’Ivoire and Ghana, but in terms of quality, Indonesian cocoa is still low, mostly unfermented, with high levels of impurities and foreign matter. One of the impacts of these conditions is that farmers as cocoa bean producers are always positioned not as price determinants for the products produced (farmers do not have a “bargaining position”), the domestic cocoa industry lacks quality raw materials, and Indonesia is not ready to face market demands for quality products that are safe for consumption and easy to trace their origin.
