The 2025 Indonesia Cocoa Day is the 13th Indonesia Cocoa Day, held in collaboration with the Coordinating Ministry for Food Affairs at the Pullman Hotel Jakarta, on October 23, 2025. The theme is “Strengthening the Upstream Sector to Solidify Indonesia’s Cocoa Downstream Industry”.
The objectives of the 2025 ICD (Indonesia Cocoa Day) theme are:

To accelerate the increase in Cacao production to meet the raw material needs of the domestic industry in order to increase the competitiveness of cocoa and chocolate for the global market.

To restore the glory of Indonesian cocoa to become a sustainable world cocoa producer.
-
To strengthen government support for the sustainable cocoa sector from upstream to downstream.

Keynote Speech
A keynote speech was delivered by the Coordinating Minister for Food Affairs, represented by the Deputy for Coordination of Food and Agriculture Business. In his remarks, it was conveyed, among other things:

Cocoa bean prices, which since 2023 increased to reach US$ 11,000/ton, are currently in the range of US$ 7,000 – 8,000/ton.

However, this increase in cocoa prices has not been followed by an increase in production in Indonesia.
-
Indonesia is currently the 7th (seventh) largest cocoa producer in the world.
-
In the effort to restore Indonesia’s cocoa glory, it currently faces challenges including: climate change, pest and disease attacks, old plant age, limited irrigation/water, and limited availability of fertilizers and superior seeds.

In order for cocoa’s glory to return, the Coordinating Minister for Food Affairs will provide maximum support regarding any policies needed to increase cocoa production.

By maintaining cocoa bean prices at the farmer level at a reasonably profitable price, the enthusiasm of farmers to plant and care for their cocoa will increase.

Remarks by the General Chairperson of the Indonesian Cocoa Council In his remarks, the General Chairperson of Dekaindo (Indonesian Cocoa Council) conveyed, among other things:

This 2025 Indonesia Cocoa Day commemoration is held for retrospection and evaluation of the condition of Indonesian cocoa, as well as to formulate future plans to be even better.

The government, with the ABT (Additional Budget) fund for 2025 – 2027, will carry out cocoa area development covering 248,500 Ha (with funds of IDR 700.47 Billion) and cocoa seed production covering 369,234 Ha.
-
and PTPN (State-Owned Plantation Company) until 2030 will develop cocoa nucleus estates covering 5,250 Ha and plasma estates covering 10,001 Ha.
-
For the seed requirement of around 400 million over the three years, the current supply capacity from registered seed gardens is only 22,933,953 stems per year (Ditjen Bun, 2025).

To meet this seed deficit, the Ministry of Agriculture has made changes to regulations regarding cocoa seeding by inventorying production gardens that can be used as sources for seeds and budwood, by issuing Minister of Agriculture Decree no. 49 of 2025.
